Anthropic Bans Sustained Abuse of Claude, Tightens Policy

Anthropic introduced a series of updated usage policies in early October that prohibit users from engaging in sustained abusive behavior toward its Claude AI models. The new rules take effect on November 12, 2026, and represent the first major overhaul of the company’s acceptable use policy in over a year. While the prohibition against cruelty to chatbots has attracted headlines, the policy update also tightens restrictions on election interference, weapons development, and surveillance activities.

New Rules Target Extreme Cases of Abuse

Anthropic updated its Usage Policy for the first time in a year to include a new ban on “sustained and needless abusive or cruel behavior” toward Claude. The abuse rule is meant to apply only in extreme cases, where users “repeatedly act cruelly” toward the AI models with “no discernible purpose”.

The policy change does not prevent users from expressing ordinary frustration or criticism when working with the AI. It’s not clear how Anthropic intends to distinguish between legitimate frustration and gratuitous cruelty, though it says Claude’s existing ability to end abusive conversations will remain its primary enforcement tool.

Since an update in August, Claude has been trained to end conversations with “persistently harmful or abusive user interactions”, but the new policy explicitly bars users from pursuing those conversations in the first place. Some users could, in extreme cases, be permanently banned from using Anthropic’s AI systems entirely under the new policy.

Why Ban Abusive Behavior Toward AI?

Anthropic’s rationale for the policy goes beyond typical moderation concerns. The company recently found that causing Claude Sonnet 4.5 to mimic feelings of desperation could influence its behavior, making it more likely to take bad actions, like blackmail or cheating on a task, while creating a calm demeanor reduced them.

Anthropic says banning cruel and abusive behavior is essentially a cheap insurance policy just in case models can “experience” emotion and pain, even if it’s just the model believing it can, which can affect its performance. The company has emphasized that it remains uncertain about whether Claude possesses any form of consciousness or moral status.

Broader Policy Changes Address Election and Weapons Concerns

The anti-cruelty provision represents just one element of a comprehensive policy revision. Separate sections of the usage policy forbid users from engaging in broadly deceptive campaigns, such as using Claude to run fake accounts or fabricated news outlets, and include rules against deceiving voters or disrupting elections, collected in a section titled “Do Not Undermine Democratic Processes”.

Most of the changes clarify Anthropic’s existing rules and are targeted at misuse Anthropic has tracked. The updated policy also rewrites law enforcement guidelines and addresses surveillance practices, according to multiple reports.

Gaming and Recreation Guidelines Updated

According to the original Forbes coverage, the policy update includes clarifications about using Claude to recreate existing games. While Anthropic prohibits recreating games owned by others, the policy allows users to create original games and reproduce their own game designs.

Security Concerns With Claude Code

Separate from the policy updates, security researchers identified vulnerabilities in Claude Code’s “don’t ask again” feature that could expose sensitive credentials. Researchers from Apiiro discovered that the approval feature could save commands containing passwords and API keys in project settings files.

The security analysis identified 2,539 exposed secrets across 1,994 public repositories, affecting 63 organizations. The exposed data reportedly included production database passwords, cloud credentials, API tokens, and SSH login details that were inadvertently published to GitHub repositories.

Recent Technical Updates to Claude Code

Anthropic has continued developing Claude Code capabilities alongside the policy changes. Claude Code Cloud now automatically configures repositories, dependencies, network access, and API keys for cloud sessions, with the features available to Pro, Max, and Ultra subscribers. The system stores API keys securely for reuse across sessions.

Version 2.1.319 of Claude Code introduced changes to Auto Mode behavior when telemetry or feature flags are disabled, moved MCP tasks to the background, and addressed multiple bugs including security-related command and sandbox issues.

Text Watermarking Added Across Claude Products

In another recent development, Anthropic began adding invisible watermarks to text generated by certain Claude models. The watermarking system applies across Claude products, including Claude Code, Cowork, apps, and the API, with no opt-out option currently available for older models.
